I planned to do that (doing the pool part of the qualification here) but would've still had to do the open water bit once there. It's actually cheaper to do it all there too.

It's probably just as easy to do it all at one go then - we hated taking referrals to do open water sections, since all instructors teach differently, and we usually ended up starting from scratch anyway when doing boat dives.
